Innovation Infrastructure at Jordanian Universities

Abstract

In Jordan, universities are increasingly transitioning from conventional teaching to spearheading national innovation. This paper examines innovation infrastructure at Jordanian universities, with a central focus on the University of Petra (UOP). Drawing on policy documents, institutional data, and key EU-funded collaborations (Tempus TEJ, SRTD, BITTCOIN-JO), the study showcases the rise of entrepreneurship centers, business incubators, and technology transfer offices. While there are clear signs of progress in patenting, startup formation, and international partnerships, the research highlights persistent challenges such as funding instability, weak IP frameworks, and limited industry engagement. UOP’s comprehensive model—featuring an Innovation & Entrepreneurship Center and a TTO—illustrates how capacity building can bolster commercialization efforts. Overall, the findings underscore the need for robust university–industry–government linkages and systemic reforms to fully harness Jordanian higher education as an engine for socio-economic advancement.

    Mohammad Alauthman  is an Associate Professor in the Information Security Department at the Faculty of Information Technology, University of Petra, Amman, Jordan. His research interests include network security, intrusion detection systems, and applying AI techniques—such as machine learning and deep learning—for botnet and DDoS detection, spam filtering, IoT security, and network traffic classification. He earned his Ph.D. in Computer Science from Northumbria University, UK, in 2016. Dr. Alauthman has received multiple research grants supporting advanced AI-driven intrusion detection systems and international collaboration. He is also actively involved in Erasmus+ projects, including BITTCOIN-JO (technology transfer), RL4Eng (remote engineering labs), Pro-GREEN LABs (green competences in education), and COMMO (mobility and cooperation across Mediterranean and Balkan institutions), contributing to innovation, sustainability, and cross-border academic development.
